There are many cozy patronage-type arrrangements from mayors to police chiefs to developers and business owners-- a woman comes in who wants things to be merit-based, more competitive and fair? Forget it. I have seen people exhaust themselves fighting the system trying to make a difference, but things almost always skew toward te well connected who are scratching each others’ backs.
